I don't know any Linux distro that doesn't have a package manager included. When I first tried Linux I couldn't believe how easy installing software was! With Windows if I wanted to install multiple programs I'd have to go to multiple web sites, download an installer for each one and run them one after the other. With Linux I opened the package manager, clicked the checkbox next to each application I wanted and then clicked 'Apply'. How could it be any easier? All that I have to add new to this discussion today is that I think that M$ is messing up by so tightly linking Cortana with the data transfers to outside servers.
Quoting from the page that DK_PETER linked above...

You have misinterpreted what I wrote, I never stated a Linux distro does or does not include a package manager. What I implied is there are programs you have to default back to terminal to install depending on Linux distribution. Two recent examples come to mind are VMWare Linux and Comodo Antivirus Linux. Interesting... their use of the word telemetry.
My first exposure to that word was during my time in the USAF. I was working with the old, pre-digital computer systems. Both as a maintainer and operator. The earliest data acquisition radar systems that I was required to know about, were from the 1930's. Analog computing in general and specifically working with the electrical systems necessary to support those setups was a real trip. Operating the old school radars though was very much like video gaming.
