That being said. OEM System Builder licenses are pretty cheap. Usually under $200 and places like newegg will sell them to you as long as you buy a cheap piece of hardware or something.

I wish MS would crack down on that nonsense. A 12 year old who buys hard drive rails isn't a System Builder.
$200 isn't remotely cheap. That would be $800 for my main development/testing machines. $200 for the latest Windows offering compared to $29 for the latest OS X offering and $0 for a plethora of latest Linux (and other) offerings. MS really needs to quit gouging their customers.

I'd consider under $200 pretty cheap when you consider Microsofts usual retail prices

Microsoft is a business. If people are paying $200, why should MS drop the price? That's insane for a business to do.

Microsoft actually tried to "crack down on those"
Years ago, OEM or SB (system builder) versions required a motherboard, hard disk, cpu and a PSU (i think) to be qualified to order OEM/SB versions. Some sellers started to "unbundle" the OEM/SB too much for Microsofts liking. The whole thing went to court at some point and the result was that a german court told Microsoft to "stop the crap". Since that day, you can buy OEM or SB licenses without
any other hardware. They are limited to "one" computer (hardware) though.
80€ is the OEM price for win7 premium here. I get regularly offered "unbundled" XP OEM versions for 15 € now. Fair prices

Indeed, why should they? That would interfere with Ballmer's plans to completely destroy the company and run it straight into the ground. Ballmer has already taken Microsoft from the #1 tech company to the #3 tech company. How low can he go? I think he can get it down to #5 without putting much effort into it. If he really tries and works hard, he might be able to make it down to #6 or #7. Heck, Windows 8 alone should have Microsoft down to #4 within two years of its release.
