Maybe not the best (Russia had the first 4 places in the world championship of Software Development) but defintely the cheapest.

Don't believe everything you read. Probably written by an outsourcing company. They actually mean cheapest.
Here in the US it is a very popular fad to outsource/import cheap programmers. But I have actually seen some of my Indian "colleagues" get fired because they didn't know the languages they wrote on their CVs.
The best software I see right now is coming out of Northern and Western Europe.
