There are flaws with the idea but in general having those interested in having specific functionality being added pay for it seems reasonable. The 'others' that get something for free don't seem like they really wanted or needed it that much in the first place.

Maybe you could get a KickStarter campaign for specific upgrades. Or, without losing money to KickStarter, just post an Off-Topic thread to get a group of people willing to contribute and negotiate the rest via PM's.
