the billboards work well though you'll want to make sure your don't draw to the edges or you'll see artifacts.

Oh I tried it again today and it worked. Weird. They look like cartoon clouds.

Oooooh yeah.. That's cool. If someone could figure out a way to get the puffs to darken other puffs that are opposite the lightsource that could look really cool. Thanks!

Very cool. In the first example you can move around the clouds and from a more remote/angular perspective the rain seems to fall into the wrong direction; the clipboard tile falling doesn't follow the direction of the rain drop lines. I suppose it's because the rain animation is itself showing rain that falls sideways instead of directly downwards. When the rain animation is straight top-down it should be easier to set the up vector and direction for the billboard group, and I guess you'd have to update those every time before a RenderWorld. Nothing you couldn't handle
