I tried to point out that there are several open source browsers, mostly for linux. Even if they all jump on the DRM train (which will never happen), you have the source ... (do a pull request, start editing). it can still happen if they invest much money, but it will just be a few month's till it is circumvented/broken again.

DRM never worked in the long run.

Well, Chromium IS open source. You can simply fork it and never merge the Pull Request with these DRM-stuff: https://github.com/chromium/chromium

Anyway. I think other problems will come as well. If Google forces that DRM stuff and websites will not work without it, you basically can not use these websites anymore. But since I do not know how all that stuff works in detail, this is just a theory.
The english grammar is freeware, you can use it freely - But it's not Open Source, i.e. you can not change it or publish it in altered way.

this proposal states that websites will be using DRM paired with the client. what will end up happening is you will not be permitted on websites such as youtube, netflix, hulu, amazon, your bank, etc no matter what your alternative chromium-based browser is if it doesn't include the client DRM. it is unavoidable. if you think it is then just look at googles war on http and how no one can browse http without your web browser warning you UNSAFE!!!1.
