Yeah, I drove a Prius II for a while that did exactly that, I hated that.

Currently I'm driving a Prius+ (not because I like it, but for tax reasons) and fortunately that stupid 'feature' was discontinued. Though now I have to push 27 buttons on screen all spread through different menu structures.

Some improvements, some not...

I got news for you. A huge ass fine isn't going to stop anyone who is addicted to something - much less if they happen to be under the influence of a substance that affects mental acuity
