OK, I went to HKEY_CURRENT_USER\Control Panel\Sound
and found three values:
Default REG_SZ (value not set)
Beep REG_SZ "yes"
ExtendedSounds REG_SZ "yes"

oh, and those registry entries are fine btw. kinda thrown me as in every case I have come across so far it is just somebody turned off Beep on error

I do have CCleaner.
It's set to clean a few things like the temp folders on startup, but most of the cleaning options are turned of. Basically all I have it do on startup is clear out the temp and temporary internet folders and unwanted cookies. Everything else is turned off.
On Saturdays I run the registry clean, look through what if finds and fix (delete) those that I know are trash.
Although I don't know the actual day the sound quit working I do know that it was several days after the last registry cleanup so I doubt that that was the cause.
And I hadn't made any changes to the sound settings that might have caused this either.

Well, well, well, well, well....
It now appears that the problem may have been caused by an errant Microsoft update that was pushed out during the week of September 11th.
Yesterday, when I shutdown my computer ten new updates were applied. Today when I turned on the computer the windows sound effect problem was gone!
Yay!
