I think what Num3 meant was to create a Runtime-Engine, that has just appended Script and Data.
so you could write e.g. a GameMaker, that has a Runtime-Engine written in PB,
and with some Editor you can append a Game-Script and some Game-Data.
Since the Exe and the Editor are precompiled, there is no risk to harm any copyrights.
