Greetings Fira, and welcome to PB ... and most of all. don't be discouraged by some of the posts you read here. Take it from a programming dummy. People here are very helpful, but you would do well to keep in mind that your posts present technical questions requiring techical answers so it benefits everyone (especially other newcomers following in behind you) if you think your question through and be as clear as possible. That aside it apears to me that you are not only new to PureBasic, you also appear to be new to computers. That said I will make of it what I can and try to get you pointed in the right direction.

First, any PC will make a suitable start. Play with PB a while using any of Windows you listed above. You may choose to upgrade your system later but, odds are extremely good that ... if your other software performs OK, then you will have no performance problems with your current Dell.

Ok, here I am assuming that drive D:/ and drive C:/ are on the same physical machine. In that case you "never" download anything from D: to C: or vice versa. The proper term is "copy" or "move" it to the target drive. Here is where I say it sounds you are new to computers. Everyone starts somewhere and that's fine, but if this is the case you must understand, we are here to address problems far more advanced than how to chose a PC or Windows release. Again not a problem if you are sincere and patient enough to study the documentation. The people you are addressing here on this forum have already gone to great lengths to provide you with said documentation. You can find documentation links on the main PureBasic website. I would suggest if programming is all new to you, treat it as a hobby and pick at it lightly so you don't get burnt out. I've been here over a year now (I think) and have barely made a dent in it all. If you treat it as an urgent endeavor, you will get burnt out simply because, depending on your goal, it can be very technical and confusing at times.
and how do I save/test/exit test/play/exit a game/games?
Not to be rude, but this question illustrates to me that your experience as a user far exeeds your programming experience. Also, not so much experience as a user either. Again, sincerity, patients and study are all that is between you and the 2D programs you might imagine. In that regard I am confident that PB will not let you down.
