Have you installed the DX SDK at anytime and have the debug version of DX runtime installed ? it could be your sound card too, maybe it does not have a hardware buffer on it and being a legacy card it could be slowing down the rest of your hardware accelerated system ... I used to have problems with my old 400 MHZ machine with sound blaster 64 ... it would cause these sorta problems, the card was ISA.
Also in debug version of runtime, DX adds a crackle noise in empty sound, so you know a sound is empty and should be terminated, have you noticed any peculiar noises while playing games like crackling and such ?
