Because it is still in beta stages and they want to limit the ammount of users. If you read the policy for the beta version it states that it is under beta stages and may not be stable, io, mails might be lost.
But I haven't had ANY problems with Gmail.

@Geotrail: I havent had problems with my pop3 acount ever either...
But anyway, even though privacy rules of gmail is suspicious, i think it might is better than other free webmail services. But i will stick to mine
anyway.
