It seems 44 = [.] and 46 = [,]. Are there constants for this? Presumably, the keyboard layout used is a problem because it is not unique?

They are not listed, and if I was you I would avoid them, because they are """kinda system reserved""":
⌘, Preferences
⌘⇧. (> on my keyboard) Show/Hide invisibles (in Finder and Open/Save dialogs…)
