I'm running PB 6.20 on my Apple Silicon MacBook in both macOS and Windows 11 and in both OSes, there seems to be an issue with the properties panel.
If I click on a widget, like a button, and then try to click in the Event Procedure box, the Properties Panel seems to think I'm scrolling. It's really annoying and strange behavior.
It's really bizarre because it seems to do it if I click on a button and then try to click directly on the field next to the Event Procedure label. But if it scrolls down far enough, then I can click on one of the properties higher up (like Width or Height) and after doing that, then I can interact with Event Procedure without the scrolling happening.
It's odd that it happens in both the macOS and Windows ARM versions. I haven't had a chance to test an x86 version since the only machine I have with me at the moment is my M3 MBP.

I've had a chance to test this on macOS & Windows x86/x64 and it doesn't happen there.
Also, rebooted my M3 MacBook Pro and tested again in macOS ARM & Windows ARM (Parallels) and the problem persists on ARM.

Replying again to my own post.
I posted too soon before. I'm using PB 6.20 x64 on my Intel MacBook Pro and in the Forms Designer, the strange scrolling problem persists.
If I click a button, and then move the pointer over the Event Procedure field and click, it will start scrolling and scroll all the way to the bottom if I keep the button down. Just like it does on my Apple Silicon Mac running PB 6.20 arm64.
If I do scroll to the bottom, and then scroll back up a little bit, I can then click in the Event Procedure field and get a cursor in the box- like what should happen when I click in that field right after selecting the button.

I find that if you click on the label field to the left, you can then click the property field to the right without it scrolling. There are some other workarounds on the linked page.

This not just MacOS and Windows ARM -- I'm on Windows x86 and continue to see this issue across several versions of PB. It appears to be something scaling related, given the workarounds that have been found.

I'll poke at my Windows 64bit machine - which is an older iMac so has Retina - to see if I can replicate it

You can just install a windows VM, use the freeware part of a third-party nice shareware soft, then copy back to Mac!

Hmmm, despite having many Italian friends, I think you must be from the south as your humour doesn't translate so well.

no need for license for windows to work (you just get a "please register windows" message on desktop and cannot change theme):
