There are some apps that can convert .hlp to .chm if necessary - Google is your friend.

Last december, a windows 8.1 update made everything worse, because it included a non-working WinHlp32.exe with a high internal version number. Now, the installed help viewer does not work and trying to update it will lead to an error telling you, that the program has already been installed.

I found a way for hlp files to work,i tested it in my computers and help for windows api is working again..
