Focused but shaded titlebar

Helloooo, I've trawled previous posts and MS site but this one has me stumped. I have tried a variety of methods to bring a window to the foreground WITH focus and succeeded. But!!!... while the window does actually have the focus the titlebar remains shaded, in fact at best all the windows are shaded. Any clues?
