[PB win] move StrStr , StrStrI ... from shell32 to shlwapi

[PB win] move StrStr , StrStrI ... from shell32 to shlwapi

move shlwapi string functions StrStr , StrStrI , StrRStrI , StrRStr and other from internal shell32 to shlwapi .

its better handling of lib updates (this functions are missing in new shell32.lib) 8)
