This is not a hoax nor a scam, this is a serious website, here (in France), almost all computer's website talked about the concept of sharing our's wifi connection.
The modem was free during the first month and now, it is 30 €/$ wich is the cheapier wifi modem you can find but you must share you internet connection.

It's not a hoax, it's the last project of the man who start Jazztel project.
He leaves the company in bad days for Jazztel to the Telepizza general manager, if I'm not wrong and start doing a new type of business, share bandwidth of the not used internet connection to VoIP network. THe project is get a new mobile telephone provider but not using GSM network, use WiFi phones. You can see Utstarcom, Linksys...
I think it's a nice project and perhaps some day join to them or "create" a similar project, doing at this moment a new telephony system with this kind of technology in the company where I work.
