[IDE] Add -> Collapse all folds

It would be nice if i could close all open folds with one click.

[Ctrl]+[F4] works on Windows.
Preferences - Toggle all folds.

Thats the problem i always need to press [Toggle all folds] twice.

At least for me, this is a rare operation, so I don't mind the toggle. I collapse all folds to review section comments and maybe if I'm lost.
