I did already something similar, but instead of logic TTL ICs I used one small AVR 8 bit microcontroller.

Interesting : the two questions which come to me with such a AVR microcontroller :
1) how had you synchronized the frequency ? It seems to be difficult : the TTL behaviour is very quick (15ns for the 40 years old technologies so 30ns to a RS memory cell. 30MHz allows to be accurate). Could the recent AVR can reach these I/O frequencies ?
2) which results you got ? Graphic screen ? (Which resolution?) Text screen ? Or free pattern?
It is interesting. Plus the author of the video seems not to have reached a video handling : just a fixed low-res picture.
