Having spent an hour trying to solve this, this post might save an hour of someone else's time....
Of course there can be many other reasons, but in this case....
The answer was that I had supplied a colour to the SourceVectorColor procedure in RGB form, not RGBA.
Therefore the opacity byte was 0, so the drawing was there but invisible.
The colour parameter was a variable.
The value had been set and used elsewhere in RGB form.
All the best solutions are obvious.... after they have been found.

This set the alpha channel to 255 = full visible
