However, the important thing is what has been used to compile the libs. If it's not the full paid-for Delphi then AFAIK you cannot include it in a commercial app.
I compiled it with a legal bought and registered version of Delphi 6 Professional.

It's an OpenGL 3D engine with nice effects, some example programs and a bad documentation at the moment.
