What happened to the UserLibThreadSafe and such libs?

Which "UserLibThreadSafe" ?

User Libraries are not part of a clean PureBasic install !

You are correct, the folders are missing.

But with the new TailBite they are not needed anymore.

Those folders are not part of PB either. They are not needed for proper libs.
