Windows Explorer, since around 2009 (Windows 7) displays file thumbnails. This is particularly useful for image files but other file types such as PDF, MS Office files, folder content etc are also supported, by default. Image files are shown as thumbnails in almost every Explorer display option (Extra Large, Large, Medium, Tiles, Content).
Linux 'File Browser' (thumbnails) and Mac OS 'Finder' (previews) similarly offer better fair than generic icons.
