I can compile, run, and create executable.
I didn't install any command line tools separately.

likewise, i just reinstalled El Capitan a week ago, then XCode, nothing else on the system, and Purebasic is running and compiling etc fine, didn't have to install any commandline anything

Xcode had a download-button in preferences for older versions, to download the additional command-line tools.
This button is gone now, so the CLT probably come with Xcode by default.
