v4.51 RC1 x64, Win7 64.
When I create an exe, my icon file is not used (at least, not displayed by Windows Explorer). Works fine every time with x86 WinXP 32. Anyone else hit this issue?

well I don't have Win7 but I guess it might be due to the icon format. Maybe your icon misses that Vista/Win7 compressed png-format or doesn't contain the correct sorting?
Did you test your compilation with an icon that surly works on Win7 x64?
Anyway I'd like to suggest a fine small tool to you: ToYcon to easily convert and test your current icon.

Excellent advice thank you - The icon was correctly defined for Win7 x64 and contrary to what I thought, it actually had worked............what happens is that WinXP 32bit cannot display it

I use Icon Cool to define my icons but I downloaded ToYcon to try it out. Very impressive indeed, it really does a good job and it certainly couldn't be easier to use.

I just switched to IcoFX. Seems to do the job as well.
