String problem?

trying to download an image from the net. The string for the url contains these Greek characters

ΕΛΛΗΝΙΚΗ_ΔΙΟΙΚΗΣΙΣ

and will not download managed to catch the string that does download and it displays like this in notepad

%CE%95%CE%9B%CE%9B%CE%97%CE%9D%CE%99%CE%9A%CE%97_%CE%94%CE%99%CE%9F%CE%99%CE%9A%CE%97%CE%A3%CE%99%CEA3

When I substitute this in my string it works!

Does anyone have any idea what is going on?
