I am wondering if there is a way to make a parental control program. I have no idea how such a program is working (I mean programmatically), so, can anyone point me in the right direction?

Not enough info to work with. What do you want to control, exactly? Stop them launching apps? Browsing certain sites? Opening the DVD drive? All of the above? None of the above?

I just want to be able to block adult internet activity with IE, Firefox and Chrome.

What do you mean?
All I want is an app that will filter internet activity. For example, if the user is running Firefox and goes to google and writes the word "porn" or a word from a specified list, I want my app to block google from showing results for the word, or if the user writes a page in the address line and the page contains porn stuff, to block the page too.

I don't know how to stop certain keywords being filtered in a browser, but the "hosts" file in Windows lets you stop specific websites from being accessed. It's just a text file with a list of URLs that you want to block. More info: http://en.wikipedia.org/wiki/Hosts_file (or Google it).
